A workshop on ‘Health in all policy’

Thai health experts shared lessons learned on the implementation of health and well-being in all policies.
 
The workshop titled “Health and well-being in all policies: Thailand experience” was held on November 21-25 in Bangkok to bring together health experts and professionals to shared experiences and lessons learned on implementing health in all policies.
 
It aimed at building the capacity of countries with a high political commitment to learning about Thailand’s health system, which they can apply the knowledge to strengthen health policies in their contexts.
 
The event was co-organized by Ministry of Public Health (MOPH), National Health Security Office (NHSO), Thai Health Promotion Foundation (ThaiHealth) and National Health Commission Office, Thailand (NHCO) in collaboration with the International Health Policy Program (IHPP) and Enhancing Leadership on Global Health-Thailand program under the World Health Organization's Country Cooperation Strategy(CCS-EnLIGHT).
 
For this workshop, there were 22 participants from 9 countries: Bangladesh, Bhutan, Indonesia, Malaysia, Myanmar, Philippines, Sri Lanka, Thailand, and Timor-Leste.
 
Health in all policy (HiAP) is an approach that coordinates health, equity, and public policies to improve the health of all populations, from the national and community to individual levels.
 
The approach recognizes that health outcomes are largely determined by policies beyond the health sector. In another word, policy in every sector of government can potentially affect health outcomes and equity.
 
Those policies may be implemented in the areas of transport, housing and urban planning, the environment, education, agriculture, finance, taxation and economic development.
 
World Health Organization (WHO) has promoted HiAP by encouraging countries to emphasize the social determinants of health and build the capacity of multi-stakeholders to achieve health in all policies. 
In 2018, the Global Network for Health in All Policies (GNHiAP) was launched by the governments of Sudan, Finland, Thailand, the Province of Québec, and the State of South Australia at the World Health Assembly’s side event to advocate country-led initiative on HiAP.
The network has an ultimate goal to work with multi-stakeholders from different sectors to address social determinants of health by strengthening the HiAP approach in participating countries.
 
It has also supported countries to implement Sustainable Development Goals (SDGs) and Universal Health Coverage (UHC) by providing training, sharing knowledge, promoting community practices, and supporting evidence to inform policy.
 
During the workshop, participants were introduced to the concept of HiAP and learned how it had been integrated into Thailand’s health system development and UHC.
 
They visited the headquarters of the Thai Health Promotion Foundation on 22nd November 2022 and the National Health Security Office (NHSO) on 23rd November 2022 in Bangkok. 
 
At the NHSO, participants were given an overview of the Universal Coverage Scheme, its financial mechanism, claim system, benefits package design, consumer protection, and data management.
