Online Workshop on Thai UHC Journey How Thailand Achieved Good Health at Low Cost? October 25-29, 2021, Via Zoom Program
National Health Security Office (NHSO) and Thai UHC Alliance partner organized a training workshop to share experience of Thai Universal Health Coverage

The Workshop has 28 participants from 11 countries, Bangladesh, Philippines, India, Kenya, Lao PDR, Malaysia, Morrocco, Myanmar, Sri Lanka, Japan and Thailand.
Fourth Day, 28 Oct 2021, Public Participation in Policy Process, The session gave a key content that Universal Health Coverage (UHC) is only health financing and health care services. To achieve or strengthen UHC, it is necessary to develop other aspects of health system in parallel, particularly participatory health governance, public participation in a policy process and health in all policies. This is because health of population is largely influenced by social determinants of health.
Expected outputs of the training workshop, 1) the participants have an understanding on policy formulation, implementation, and evaluation of Thai UHC and other countries’ experiences on UHC. 2) according to participants’ country context, the participants can apply Thailand’s experience to develop/improve UHC implementation options based on their own country context. 3)Each participant would be developing networks with other participants and speakers.

Thailand had achieved the Universal Health Coverage since 2002 when the Universal Coverage Scheme (UCS) was launched and covered all remaining populations not insured by the two existing schemes: Civil Servant Medical Benefit Scheme (CSMBS) and Social Health Insurance (SHI). With full geographical coverage of public health facilities, people can access to quality health services without financial barrier. The good health outcomes can be observed, for example, the maternal mortality ratio (modelled estimates) has decreased from 43 per 100,000 live births in 2000 to 37 in 2017; a rate lower than the upper middle-income countries average of 43 per 100,000 live births in the same period. Moreover, Thailand’s current health expenditure has been lower than 4% of its gross domestic products for the past two decades. Our experience has been shared with other countries.
Thai UHC Alliance partner, compose of National Health Security Office (NHSO), Ministry of Public Health (MOPH), Thai Health Promotion Foundation (ThaiHealth) and National Health Commission Office, Thailand (NHCO) in cooperation with International Health Policy Program (IHPP), WHO Country Cooperation Strategy Global Health Strategy (WHO: CCSGHD) and Thailand Japan Partnership Project for Global Health and Universal Health Coverage (GLO UHC) organized a training workshop to share experience of Thai Universal Health Coverage under the training workshop “UHC Journey : How Thailand achieved good health at low cost? (Thai UHC Journey)”, 25-29 October 2021, 1.00 -4.00 pm. (BKK Time)

Dr. Jadej said “ Workshop would include number of UHC from the policy to its implementation including outcome and challenges. Thailand achieved Universal Health Coverage in two thousand and two with the introduction of the Universal Coverage Scheme. This scheme gives security to Thais who would not normally have access to affordable healthcare. The UCS allowed people at all age access to the health services they need without financial hardship. The NHSO as the administrative of the scheme ensure that no one will be leaving behind especially during the hardest time of the COVID-19 pandemic”
The Workshop has 28 participants from 11 countries, Bangladesh, Philippines, India, Kenya, Lao PDR, Malaysia, Morrocco, Myanmar, Sri Lanka, Japan and Thailand.
The workshop aims at building capacity of countries with high political commitment to achieving UHC, taking lessons and experiences of Thailand’s UHC journey and good practices in related 2 areas including health system strengthening, health promotion and public participation in policy process. The workshop also aims to promote South-South technical collaborations. Due to the current pandemic, we are moving the workshop program to online platform
The First day, 25 Oct 2021, participants explore of Thailand Health Policy, Health and Well begin in SDGs, UHC in Thailand, how Thailand achieved UHC and The partnership Project for Global Health and Universal Health Coverage PhaseIISecond Day, 26 Oct 2021, Governance of the Universal Coverage Scheme (UCS) : translating legislation into practice . The session gave a term of governance, Key Issues are from and discussion with participants from Philippines Kenya Laos PDR and India “What are the governance of health insurance fund in their countries.
Third Day, 27 Oct 2021, Health Promotion in Thailand, the session gave the overall picture of health promotion in Thailand, including key actors and their roles, financing for health promotion and disease prevention in Thailand from conventional and innovative financing of sin tax and subdistrict health fund. Moreover, the session provided the overview of Thai Health Promotion Foundation, which is one of the key players for promoting health in Thailand

The last Day, 29 Oct 2021, Universal Health Coverage and COVID-19 , the session compose of presentation about COVID-19 situation: global and Thailand, also panelist discussion on COVID-19 supply and logistic management, COVID 19’s Policy disease control and social awareness , COVID-19 budget, Communication on social measures and Roles of civil society
