Vietnam Social Security and Health Ministry Delegates Visit NHSO for Extensive DRG Training
Fifteen delegations from Vietnam Social Security (VSS), Ministry of Health, Local Health System Sustainability Project, USAID, and World Bank Vietnam joined a 4-day training organized by the National Health Security Office (NHSO) for comprehensive training on Thailand’s Diagnosis Related Group (DRG) Payment Reforms.
A pivotal policy decision has been announced to transition Vietnam's hospital fee payment system from fee-for-service to a Diagnosis-Related Group (DRG) payment method, aimed at ensuring the financial sustainability of Vietnam's social security.
Experts from Vietnam Social Security and the Vietnam Health Ministry have been working closely with Thai counterparts, including the Thai CaseMix Centre (TCMC) and the NHSO, to develop Vietnam's DRG.
Duong Tuan Duc, Director of The Center for Medical Review and Multiline Payment, VSS, states, "In 2000, NHSO welcomed delegates from VSS to develop the Vietnam DRG. We need more details about the Thai DRG so I can create the Vietnam DRG. You have many things for us to learn to develop policy, DRG, and audit systems."
Mrs. Waraporn Suwanwela, Deputy Secretary-General of the NHSO, explained that the goal of the DRG payment system is to create a transparent payment system where patients and insurers can understand medical fees and pay fair prices. She also highlighted that the study visit would facilitate knowledge exchange and improve the Vietnamese and Thai healthcare systems.
The four-day study visits to Thailand on DRG Payment Reforms were conducted from February 26th to March 1st, 2024. The program began with an overview of Thailand's Universal Health Coverage presented by Ms. Chalarntorn Yothasmutra, the Director of the International Collaborating Division on the UHC Policy Advocacy Unit at NHSO.
The session was followed by a lecture on 'Functions and roles of the different organizations involved in the DRG payment system' by Dr. Kriddhiya Sriprasert, Senior Consultant at NHSO, Dr. Chairoj Zungsontiporn, and Dr. Orathai Khiaocharoen from the Thai Casemix Center, aimed at helping participants understand budgeting for the DRG payment system in Thailand.
Mrs. Prangwalai Laochai, Specialist of Universal Coverage at NHSO Region 5 Ratchaburi, then shared critical aspects of the global budget mechanism.
On the second day, the focus shifted to 'Claims Auditing,' presented by Dr. Passaporn Charoensakulwong from the Pre-Audit Department of NHSO, Miss Warangkana Pravespraison from the Post Audit Department, and Mr. Pramote Wongprasarn from IT E-claim team, who lectured on Electronic Medical Audit & Dashboard for Surveillance Data and demonstrated the system.
On the third day, the delegation visited Nakhon Pathom Hospital to gain insights into the hospital's perspective on the DRG system and reimbursement process. Participants also participated in a walking tour and discussion with hospital staff to learn more about the claim process and the pros and cons of using the DRG system at the hospital level.
Vietnam participants visited the Thai CaseMix Center (TCMC) on the last day, engaging in comprehensive lectures and discussions on implementing DRG, led by Prof. Supasit Pannarunothai, Dr. Chairoj Zungsontiporn, and Dr. Orathai Khiaocharoen from the Thai CaseMix Center.
